Despite residents of Warri, Delta State, commending Governor Sheriff Oborevwori for quick intervention on the reconstruction of Warri-Benin Expressway, some respondents have called on the Governor to invest in human capital development as construction of roads and bridges cannot sustain livelihood of citizens.
