A retired federal permanent secretary, Mr Ernest Afolabi Umakhihe has formally declared his intention to contest for the Owan federal constituency seat in the house of representatives.

The declaration was made before a large crowd of supporters and All Progressive Congress members at Irua primary school ground in Owan east local government area, Edo state.
