Paul Gallagher has also been charged with assault occasioning actual bodily harm and three counts of sexual assault, the Metropolitan Police said.
The other charges against him are three counts of intentional strangulation, coercive and controlling behaviour and two counts of making a threat to kill.
Mr Gallagher will appear before Westminster Magistrates’ Court on 27 August.
The offences are alleged to have taken place between 2022 and 2024.
Police said the charges follow an investigation which commenced in 2024, adding that a woman is being supported by specially-trained officers.
Paul Gallagher is a year older than Noel, and seven years older than Liam.
He has previously worked as a DJ and a photographer, and released a book in 1997 entitled “Brothers: From Childhood to Oasis”, in which he described growing up with Liam and Noel.
